The future of corrugated packaging
Regulation, e-commerce, plastic replacement and data: the forces reshaping corrugated, and what they mean for organisations buying it at scale.
A material in demand
Corrugated has been the backbone of transit packaging for more than a century. It is widely recycled, made from renewable fibre and easy to adapt to almost any product. Those qualities put it at the centre of several major shifts in how goods are packed, shipped and regulated.
For procurement and operations teams, the question is no longer only price per box. It is how packaging decisions affect compliance, cost-to-serve and supply resilience over the next decade.
Regulation is becoming a cost line
Packaging regulation is moving from reporting to financial and design obligations.
- UK Extended Producer Responsibility (EPR) places the cost of managing household packaging waste on the businesses that place packaging on the market. Fees are moving towards modulation by recyclability, rewarding packaging that is easier to recycle.
- The EU Packaging and Packaging Waste Regulation (PPWR) applies from August 2026, with obligations phasing in over the following years, including recyclability requirements, labelling and limits on empty space in grouped, transport and e-commerce packaging.
Corrugated is well positioned under both regimes. But compliance depends on accurate data about every pack: material, weight, dimensions and where it is sold. Organisations that cannot produce that data easily will find reporting slow and costly.
E-commerce and right-sizing
Direct-to-consumer and marketplace fulfilment have changed what a corrugated box needs to do. Parcels are handled individually, dropped and sorted by machine many times before delivery.
At the same time, oversized boxes waste board, void fill and vehicle space, and in the EU, empty space is becoming a regulated measure. Expect continued growth in right-sized ranges, mailer and die-cut styles, and on-demand box-making systems that cut a box to fit each order.
Replacing plastic with fibre
Many businesses are replacing plastic components (trays, void fill, protective inserts and shrink-wrapped multipacks) with fibre-based alternatives. Corrugated fittings, die-cut inserts and paper-based cushioning are increasingly designed to do jobs that once required foam or film.
The challenge is performance. Replacing plastic successfully usually needs structural design and testing, not a simple material swap.
Lighter boards, smarter fibre
Paper and energy costs have made fibre efficiency a commercial priority as well as an environmental one. Manufacturers continue to develop lighter papers that deliver comparable strength, and buyers are revisiting specifications that have not been reviewed for years.
Right-weighting, using the lightest board that reliably protects the product, reduces material use, EPR exposure and freight weight at the same time. It works best when it is based on performance data rather than on grade names alone.
Digital print and shorter runs
Digital printing on corrugated makes short runs, regional variants and seasonal designs more economical. Brands can change artwork without the cost of new printing plates, and can hold less printed stock.
For buyers, this shifts the balance between minimum order quantities, stock-holding and design flexibility.
Packaging becomes a data discipline
The organisations that manage corrugated best already treat it as a category with data behind it: a single specification library, spend by line and supplier, forecasts shared with manufacturers, and packaging data ready for EPR and PPWR reporting.
As regulation tightens and supply chains become more international, that discipline will separate businesses that control packaging cost from those that simply absorb it.
What buyers should do now
- Build a complete specification and data record for every pack you buy
- Review grades and box sizes against current products and distribution routes
- Understand your exposure under UK EPR and, if you sell into the EU, PPWR
- Assess where plastic components could be replaced with fibre
- Align specifications across sites and countries so the same box is bought consistently
